78a06765c2 halfway to databased

c5771dad8a small bugfix, moved Supp into a models.py module
482cd220d7 updated inventory and supps, but also improved the scraper and made a TODO in the CLI because adding inventory with present or future dates doesn't seem to change 'status'

f6ccc99d8f switched algo to leaky bucket, fixed a couple of bugs to get it moving. added a default arg for 'data' in order to test
e24d166cb2 renamed token bucket module so it's only home to the in-memory, lazy refill version
9bab993d15 removed empty algos module
